General Information

Why Do I Need a City of Buffalo Plumber's Bond?

The City of Buffalo requires licensed Master Plumbers to file a $2,000 surety bond as part of the plumbing license and registration process. This bond is administered through the City of Buffalo Department of Permit and Inspection Services, Plumbing Inspections Office, which oversees inspection, permitting, plan review, and enforcement for compliance with the New York State Plumbing and Building Codes and all applicable plumbing ordinances within the city.

The bond guarantees that the licensed Master Plumber will operate in accordance with city ordinances, perform contracted work as agreed, and comply with all applicable codes. Performing plumbing work in Buffalo without a proper license is prohibited—no person may engage in, carry on, or conduct the business of a master plumber in the City of Buffalo without holding a valid master plumber license.

How To Get Licensed as a Master Plumber in Buffalo, NY

Plumbing work in the City of Buffalo may only be performed by—or under the supervision of—a City of Buffalo Licensed Master Plumber. No person may obtain a master plumber license without first procuring a master plumber certificate of competency issued by the Examining Board of Plumbers and registering with that Board in accordance with the General City Law.

There are three license types available through the City of Buffalo Plumbing Inspections Office: Journeyman Plumber, Journeyman Repair Plumber, and Master Plumber. Applicants for the Journeyman Plumber and Journeyman Repair Plumber licenses must pass a written examination administered by the city. Applications must be submitted in person or by mail to the Department of Permit and Inspection Services, Plumbing Inspections Office. For exam dates and application questions, contact the Chief Plumbing Inspector at 716-851-5067.

Once licensed, Master Plumbers are required to register annually with the Examining Board of Plumbers of the City of Buffalo. Registration must be completed in person on the first day of each year or during the month of December prior. Only a City of Buffalo Licensed Master Plumber may obtain plumbing permits—permits are not transferable and may not be filed on behalf of others or for work not contracted by the licensed master plumber.

All plumbing work must comply with the New York State Plumbing Code and all applicable City of Buffalo ordinances, regardless of whether a permit is required. Plumbing permits must be visibly displayed at the work site and remain visible until the project is completed.
